This is a shop made fixture for centering a faceplate onto a project that you are going to turn. It is always a good idea to drill a small hole in the center of the backside of a piece prior to mounting the faceplate.
This center hole will help when you reverse the piece to work on the bottom. The center hole will locate the center of the piece for the live center of the tail stock.
The centering fixture shown uses a screw with the head cut off and then sharpened. When you insert this through the face plate and into the center hole, the face plate will be centered in your work piece.
